David Chinn

David W. Chinn currently serves as the Director of Finance and Planning in Student Affairs. In this role he is responsible for managing budgets in excess of $200 million across the Division of Student Affairs including the nationally recognized Dining Services, Housing and Residence Life, Dean of Students, Cranwell International Center, Fraternity and Sorority Life, Student Conduct, Student Engagement and Campus Life and others. He is responsible for the oversight of the Student Affairs Capital Design and Construction efforts which recently completed three major renovations and one new construction project with a combined budget of $194 million. Previous roles in his eighteen years working for Virginia Tech include oversight and management of a team of 120 housekeepers, maintenance technicians and renovation staff and their $5 million budget as well as capital construction project management where his projects were recognized at the local, state and national level for excellence such as the Beamer-Lawson Indoor Practice Facility. Numerous other projects received recognition from Engineering News-Record, American Institute of Architects as well as LEED certification through the US Green Building Council. Prior to Virginia Tech, David worked for multiple General Contractors and Architect & Engineering firms in Virginia.

David earned his undergraduate degree from Virginia Tech in Civil and Environmental Engineering and later returned to Virginia Tech earning a Master of Business Administration. He is currently working on his Ph D through Pamplin. He is a licensed Professional Engineer (PE), Leadership in Energy and Environmental Design Building Design and Construction (LEED AP BD+C) and Design-Build Institute of America Professional (DBIA). He had previously taught in the Pamplin before the pandemic and is a regular guest lecturer at Virginia Western Community College and Amber Book. He loves meeting with and working with students to hear first-hand how he can improve the student experience.

David is a husband and father with two fantastic daughters who he routinely challenges to try something new, especially new foods.
